Chronically corrupt culture - Where should we be looking for Hypocrisy

India has seriously become a very corrupt country. By corruption, I imply the entire long range of activities which are described in various anti-corruption laws. I strictly do not restrain it to mere bribing.
In the present day India , there are very minimalist forces existence which can inspire or force the citizenry to not to become corrupt. The force of political laws, the religious sermons, the economic conditions - are are always working so to bring citizenry to corruption. The few forces which remain to work towards a corruption-free society is the force of fantasical bollywood stories in the cinema, or , some ancient mythological tales of 'Good winning over the evil'.
As life would have it, Reality wins over the imaginary, the sum resultant of all these forces is to help make our nation a chronically corrupt, corruption going deep into our culture.
The present generation of India can be divided into three classes of men, with respect to the Cultural Corruption.
The feeblist group of people who do not involve themselves in any form of corruption at all.
The 'critically' corrupt men, who do corruption however by managing the feeling of guilt by an agreeable criticism of the Cultural environment of India.
The 'mis-propagandist' corrupt men, who do corruption but by way of projecting the all-pervading ills of Indian political, judiciary and executive systems thereof joining the flow without any sense of duty towards the society.
Osho Rajneesh once said that the there is no greater sin than the feeling of guilt.
So , it is puzzling and intriguing to explore how did the vast citizenry of India overcome the sin-feelings, 'feeling of guilt' in doing those actions which has enough logical evidences to be established as anti-social.
Indeed it is in the puzzle that we may be able to discover and find differentiation between the perceivably 'honest' citizens and the 'dishonest' citizen. When it will come to judging the 'honesty' factor there will ever more minuscule group to successfully pass the test. But , if we may correctly apply the theory and understanding of what is Hypocrisy, there is likely a good large citizenry who are 'honest' , even when their actions may not confirm to the standards of Honesty. Indeed from amongst the 'critically'-corrupt and the 'mis-propagandist' corrupt , the real evil lies in the latter club who are capitalizing on the imperfections of our Political, Judicial and Executive structures for their immoral gains.
To understand fundamentally how the 'critically'-corrupt differ from the 'mis-propaganda'-corrupt, we will to understand how 'Criticism' differs from 'Mis-propaganda'.
Recently , the national airlines, the Air-India, sacked one of it's employee Pilot on the charges of mis-propaganda. The young Pilot had made a youtube music album describing the wrongs of his employers. The contest came around that in exercise of his freedom of expressions, he was merely 'criticising' the organisation. The employers contested that despite the imperfections present in the organisation, the aim was not criticism, but mis-propaganda because he had never contested, in writing or in actions, those claims which he had expressed in his amateur music video.
A critic exercises the freedom of expression to duly expose the imperfections, both inside the organisation and when unable to find justice, outside the organisation. His agenda to see the justified change, an improvement.
A mis-propagandist exercises expression to expose the imperfections of system, but mostly in unwritten , verbal, form so to form a foundations of explaining his own misdoings and incompetencies. His agenda is not about seeing a change , because he never contested the imperfection against the organisation, in letter or in action; but to capitalize personal gains through participating in those imperfections. This is the real villain of India's chronic problem as on today. He is the Hypocrite who appears to be expressing the 'criticism' , but not with intentions to reform them, but to justify his own mis-doings and incompetencies. A non-hypocrite critic is one who even participating in the dishonest actions, criticises the system/organisation with the agenda to see the change. He will show some signs of discharge of duty, a sense of responsibility in compliance with the law.
In a chronically corrupt culture, The hypocrisy is not exactly to be judged in action against Intentions. It is to be judged in the agenda of Criticism- a desire to see change, or, to lay foundations to justify own's misdoings.
